To reduce under-five child mortality

The program is implemented on a national scale, according to the roadmap, in line with the issued strategies and policies to improve the health and reduce the mortality of children under 5 years old.

Priority should be given to focusing on difficult mountainous areas and ethnic minorities.

The main solutions and tasks is to:

Propaganda and communication to change behavior;

Formulate policies, mobilizing resources, implementing maternal and child health care;

Develop criteria on the number of doctors, nurses and midwives for maternal and child health care units according to the roadmap and feasibility in practice;

Have policies to attract maternity and pediatric staff to work in difficult mountainous areas, ethnic minority areas as well as policies to perform social obligations for staff working at medical facilities;

Increase investment in upgrading facilities and equipment specialized in obstetrics and paediatrics for provincial and district hospitals, especially giving priority to district hospitals in mountainous areas and ethnic minority areas.

Ensure enough essential drugs, emergency drugs and treatment of common diseases for pregnant women and children under 5 years old, giving priority to grassroots health care.

Prioritize and increase investment in interventions to reduce infant and child mortality through financial mechanisms such as service packages for prevention and health promotion at commune health stations;

Develop a financial mechanism to support and encourage pregnant women and caregivers to take their children to medical facilities in mountainous areas and ethnic minority areas.

Mobilize resources for deployment and replication of proven effective and well-experienced models in child health care.
