Strengthening urgent measures on forest fire prevention and control

DARD responsibilities

The Department of Agriculture and Rural Development is requested to implement following tasks:

• Direct the interdisciplinary inspection team to urgently complete the inspection of fire prevention and fighting work;
• Report on implementation results, propose specific measures to promptly correct the shortcomings of the locality and forest owners in the coming time.
• Direct the Provincial Forest Protection Department to arrange standing forces, vehicles and equipment 24/24 in the dry season to be ready to coordinate in response and handling of urgent situations when forest fires occur;
• Monitor fire points from satellite images on the online forest fire monitoring system of the Forest Protection Department or sharing information from the Forest Protection Department of Region 4 to check, detect early and organize timely forest fire fighting.
• Direct the Provincial Protection Forest Management Board and forestry companies to develop, allocate resources, and organize the implementation of forest protection and fire prevention plans in accordance with the law;
• Closely coordinate with the Party committees, local authorities, functional forces in the area and adjacent localities to well propagate and mobilize the people to improve the effectiveness of fire prevention and fighting work;
• Arrange regular forces be on duty during the peak time of forest fires to control people entering and leaving the forest and detect fires early; organize rescue forces and minimize damage in a timely manner.

The Departments of Planning and Investment and Finance will balance resources, advise the Provincial People's Committee to arrange funding for the fire prevention and fighting activities of agencies, units and localities.

They prioritize investment in funds for digital transformation and application of high technology for fire prevention and fighting.

Localities

The Chairmen of the People's Committees of the districts, towns and cities are requested to:

Direct the forces to be on duty 24/24 hours during the dry season;

Promptly detect the fire spots, mobilize forces to participate in controlling and extinguishing forest fires in the shortest time, preventing forest fires from spreading to a large area.

Implement the management of registration and supervision of organizations and individuals entering the forest during peaks of heat and high risk of forest fires;

Absolutely do not treat vegetation after harvesting planted forests on hot days when forecasting the risk of forest fires at level IV and V.

When a forest fire occurs, they will seriously coordinate in the organization of forest fire fighting forces at all levels.

They direct functional agencies to urgently investigate and clarify the causes and subjects of forest fires; strictly handle violators and management responsibilities of the heads when forest fires occur without taking measures.
