They improve the capacity to direct and command natural disaster prevention and control and search and rescue, perfect the organization of the state management apparatus, and the agency directing disaster prevention and search and rescue at all levels, ensuring adequate capacity, professional operation, effectiveness, efficiency, meeting task requirements.
