Quang Ngai promotes the development of skilled labor force, contributing to improving labor productivity and national competitiveness in the new situation

For the past years, the training to develop skilled workers in Quang Ngai province have been paid attention and achieved a lot of positive results. The policies on vocational training have gradually improved. The network of vocational education institutions has developed widely and diversified in types and quality. However, the scale, structure and quality of skilled workforce still do not meet the requirements of socio-economic development, especially in the context of deepening international integration. 
In order to take advantage of the golden population opportunity, boost skilled workforce, especially highly skilled ones, contributing to improving labor productivity and national competitiveness, Chairman of Quang Ngai PPC has just issued a plan to effectively implement Directive No. 24/CT-TTg dated 28 May 2020 by the Prime Minister on promoting the development of skilled labor force, contributing to improving labor productivity and national competitiveness in the new situation. The plan sets out some the following key missions and solutions.
To continue to effectively implement mechanisms and policies for vocational education and training development and human resource development for vocational skills. Enhancing digital transformation and online training, focusing on retraining and regularly training the labor force to create drastic changes in the scale, quality and effectiveness of vocational education and training; ensuring learners have professional skills, digital skills, soft skills, start-up and foreign languages, ... to adapt to the requirements of the labor market. Striving to 2025, Quang Ngai vocational education will reach the national level, and by 2030 reaching the level of ASEAN countries.
To well implement the work of forecasting needs of building and updating open data on skilled workers in each field, industry and training level, especially in new occupations and skills. Strengthen the application of information technology in connecting supply and demand to improve the efficiency of training and employment, including workers who have worked abroad and returned home to promote their strengths in labor, production and income generation.
To review, organize and reorganize the vocational education and training institution system in the province. Quickly stabilize the organization, diversify investment resources, ensure raising the quality and operational efficiency of vocational training institutions after being reorganized; promote the development of vocational education institutions with effective operation.
To strengthen the close link between of the State, institutions and enterprises in vocational education activities; encouraging enterprises to recognize, recruit, and pay salaries and wages to employees based on their professional skills and capacity; employing workers who have been trained or have national vocational skills certificates as prescribed.
To promote bilateral and multilateral international cooperation activities in vocational education such as training, scientific research, academic exchange, creating favorable environment for foreign investors to open high-quality vocational training institutions in Quang Ngai province.
To focus on the content of vocational education development, human resource development with occupational skills in sectorial, local development plans, programs, schemes, and projects; prioritize budget allocations for vocational education in the total state budget expenditure for education and training and in sector and local programs and projects; proactively attract and prioritize the use of ODA capital according to the provisions of law to invest in vocational education institutions, especially high-quality schools according to the approved plans and key branches and trades.
In addition, the Plan also assigns specific tasks for departments, agencies and People's Committees of districts, town and city in the province.
