PPC's chairman's directions on combating IUU fishing

The Provincial People's Committee's chairman has requested relevant agencies, units and localities to strengthen communication, propaganda the legal provisions on combating IUU fishing.

The Chairman of the Provincial People's Committee assigned the Department of Agriculture and Rural Development to assume the prime responsibility for and coordinate with the People's Committee of: Ly Son, Binh Son, Mo Duc, Duc Pho town and Quang Ngai city to compile a list of fishing vessels that have lost VMS connection (over 1 year, over 6 months, over 10 days).

They are requested to instruct ship owners to maintain VMS equipment operation from the time the ship leaves port to the time it arrives.

The Management Board of fishing ports, the Representative Office of Fisheries Control at fishing ports and relevant departments are directed to inspect and control 100% of fishing vessels exported and imported through fishing ports.

They ensure that VMS equipment on fishing vessels has signals on the fishing vessel monitoring system from the time the ship leaves the port to the time it arrives at the port; handle or submit to competent authorities to strictly handle violations of installation and operation of VMS equipment; urgently inspect and advise competent authorities to implement the Regulation in coordination with provinces to control and handle violations against fishing vessels regularly operating outside the province.

The Chairman of the Provincial People's Committee requested the Provincial Border Guard Command to direct subordinate units to verify and strictly handle cases of fishing vessels losing VMS connection (over 1 year, over 6 months, over 10 days).

It instructed border guard stations stationed in localities to inspect and strictly control 100% of fishing vessels of provinces and fishing vessels of other provinces when entering and exporting must ensure full conditions in accordance with regulations.

In particular, the VMS device on a fishing vessel must have a signal on the fishing vessel monitoring system from the time the vessel leaves the berth to the time it returns to the berth.
