Deploying the application of data on population, identification and electronic authentication for national digital transformation

PPC's chairman requested provincial functional authorities to deploy the application of population data, identification and electronic authentication for the national digital transformation service in the period of 2022 - 2025, with a vision to 2030 (the Project 06) in ministries, branches and localities in 2023 and the following years.

The Provincial Steering Committee of Project 06 will determine and direct drastically the implementation of Project 06 at their agencies, units or localities.

The organization thoroughly grasped the correct and full awareness of the meaning and importance of the Project.

They define the implementation of Project 06 as one of the key tasks.

It must be carried out regularly and continuously at all levels, sectors and localities.

Provincial Police shall assume the prime responsibility for advising the Party committee to issue Resolutions and Directives directing the implementation of Project 06 in the province.

Departments and agencies shall assume the prime responsibility for standardizing and electronicizing application forms and declarations.

Departments and district-level People's Committees are requested to:

  • Closely coordinate with the provincial police in setting specific goals, tasks and roadmaps.
  • Focus on reviewing and improving the process of receiving, guiding and supporting people and businesses.
  • Speed up the digitization of records and results of administrative proceedings in accordance with the provisions of Decree 45/2020/ND-CP and Decree 107/2021/ND-CP.
  • Do not require people and businesses to provide documents, the results of administrative procedure settlement have been digitized in accordance with regulations.
  • Select groups of administrative procedures directly associated with people and businesses to focus on practical, convenient, timely and effective implementation;
  • Focus on propagating and guiding ethnic minority people and groups with limited information technology skills and difficulties in implementing administrative procedures, online public services, and changing habits of using records paper to electronic records.
  • Strictly implement the receipt and processing of online dossiers, without delay in processing online dossiers;
  • Research, organize and implement administrative procedures regardless of administrative boundaries.
  • Continue to thoroughly understand and specifically direct civil servants and public employees in the process of handling administrative procedures without requiring people to present and submit household registration books in accordance with the Law on Residence and guiding documents of the Law on Residence.
