Deploying digital transformation and technology application in mountainous areas development

The general goal

Support ethnic minorities in accessing information about science and technology and promoting local products;

Improve the ability to apply and use information technology to support socio-economic development for ethnic minority and mountainous areas;

Apply information technology and digital transformation in implementing the Program;

Improve the effectiveness of state management of ethnic affairs and program organization, management and organization from central to local levels;

Implement digital transformation to innovate and enhance the effectiveness of management, direction, administration, inspection, supervision, and evaluation of the Program.

Targets by 2025

100% of agencies managing and implementing the Program from provincial to commune level will deploy information systems to serve management, direction, administration, capacity building, communication and supervision, evaluate.

100% of periodic reports, monitoring reports, comprehensive reports, and the Program's indicator system are implemented in a synchronous digital environment from central to local levels, aiming to replace traditional reports.

100% of agencies and organizations managing and implementing the program from provincial to commune level are provided with information about the contents, tasks and implementation results through the network environment.

100% of published data to be exploitable in the digital environment (computers, smartphones,...); establish and publish open data on the results of implementation, monitoring and evaluation of the Program to make it public to organizations and people;

Standing agencies of the Provincial Program and District People's Committees implementing the program are guaranteed infrastructure and equipment to operate online meeting rooms.

At least 30% of meetings, conferences, seminars, and trainings are conducted in a digital environment.

100% of information systems under the plan are fully implemented according to current laws on network information security.

Implement solutions

To achieve the targets, the plan proposes implementation solutions:  

Focus on propagating and raising awareness and capacity on digital transformation for program implementation staffs and local people.

Strengthen training and improve knowledge and skills on digital transformation and safe exploitation of digital services in cyberspace for management and implementation agencies and program implementation staffs.

Invest in upgrading or renting information technology equipment and infrastructure services at Program management agencies at all levels to perform tasks serving digital transformation in Program management.

Implement measures to ensure network safety and security.
