57 provinces and centrally-run cities apply e-invoices

The Ministry of Finance has just decided to apply e-invoices in 57 provinces and centrally-run cities since April, including Quang Ngai province.

They include: An Giang, Ba Ria - Vung Tau, Bac Giang, Bac Kan, Bac Lieu, Bac Ninh, Binh Duong, Ben Tre, Binh Phuoc, Ca Mau, Can Tho , Cao Bang, Da Nang, Dien Bien, Dong Nai, Nghe An, Ninh Binh, Ninh Thuan, Phu Yen, Quang Binh, Quang Nam, Quang Ngai, Quang Tri, Soc Trang, Son La, Tay Ninh, Thai Binh, Thai Nguyen, Thanh Hoa, Thua Thien Hue...

This is phase 2 in the roadmap for implementing e-invoices.

Previously, from November 21, 2021, the first phase of electronic invoices has been deployed in 6 provinces and cities including Hanoi, Ho Chi Minh City, Hai Phong, Quang Ninh, Binh Dinh and Phu Tho.

These are 6 localities where the number of taxpayers accounts for 60% of the national figure and the total number of invoices issued in a year accounts for about 70%.

Thus, from next April, e-invoices will be deployed in all 63 provinces and cities across the country.

According to the roadmap, by July 1, 2022, all businesses, economic organizations, business households and individuals will make electronic invoices.

In the newly issued decision, the Ministry of Finance clearly guides that the application of e-invoices in 57 provinces and cities must comply with regulations on e-invoices in the Law on Tax Administration, Decree 123 dated 19 October 10, 2020 of the Government regulating invoices and documents and Circular 78 of September 17, 2021 of the Ministry of Finance.

Tax Departments of 57 provinces and cities are responsible for reporting to the People's Committees of provinces and cities to establish a Steering Committee for the application of electronic invoices in their localities.

Along with that, they review and classify taxpayers as enterprises, economic organizations, business households and individuals in the locality who are users of electronic invoices according to regulations to notify each application content right from the start of implementation.

They prepare conditions for IT infrastructure to make and transfer e-invoice data to tax authorities; send e-invoices to buyers and other contents on management and use of electricity bills.

Establishment of an operation center to deploy and announce a hotline at the Department of Taxation and Sub-Departments of Taxation to receive and support taxpayers in deploying e-invoices, etc.
