25% of provincial and district officials and civil servants will have foreign language proficiency by 2025

It is one of the goals set out in the implementation plan of the project "National program on foreign language learning for cadres, civil servants and public employees in the period of 2019-2030" in Quang Ngai province in the period of 2021-2030 which has just been issued by the Provincial People's Committee. 
Targets by 2025
There will be 25% of cadres and civil servants at provincial and district levels achieve a foreign language level 4 or higher as prescribed.
60% of public officials and 50% of public employees holding leadership and management positions have attained a foreign language level 4 or higher as prescribed.
20% of commune-level cadres and civil servants and 15% of commune-level leaders and managers under the age of 40 working in areas or fields that require the use of foreign languages will attain a foreign language level 3 or higher according to the regulations.
Tasks
In order to achieve the set objectives, the Plan has set out six tasks and solutions to implement that are:
Promote propaganda and raising awareness;
Review and finalize mechanisms and policies to create conditions for officials, civil servants and public employees to actively learn foreign languages, improve their capacity to perform official duties and work in an international environment;
Encourage reputable training and retraining institutions to participate in foreign language training and retraining for officials, civil servants and public employees.
Review the current situation of capacity and qualifications and summarize the needs of foreign language training and retraining to serve as a basis for formulating plans and organizing foreign language training and retraining to meet the needs and requirements according to regulations each group of subjects, each field of work, each job position.
Improve the quality of organization of foreign language training and retraining courses in the province.
Carry out testing and assessment of capacity in foreign language training and retraining for cadres, civil servants and public employees according to international standards approach, strengthening training and retraining quality management.
Develop international cooperation and building a foreign language learning environment.
